Did every PPWR obligation start on 12 August 2026?
No. That is the general application date, but several provisions contain later dates or depend on implementing or delegated acts.
Does PPWR replace Italian packaging EPR overnight?
The PPWR is directly applicable, while transitional rules and national administrative structures remain relevant. Italian implementation should be assessed in context.
Can PPWR obligations be outsourced completely?
No. Certain tasks can be supported or mandated, but responsibilities attached to a specific economic-operator role cannot simply be assumed away.
